Develops long-term strategy for the BCBSA internal Data Management & Governance efforts. Balances the needs of different stakeholders to create data policies and standards. Accountable for the delivery of creative and innovative solutions which fuels BCBSA's ability to facilitate internal and external data and information use of BCBS Axis data assets for Plans, Members, Providers and Employers. Maintains a deep understanding of BCBS Axis data assets and is able to effectively communicate details about the data. Leverages existing and builds new relationships with Plan clients, Consortium Health Plans, Blue Health Intelligence, Plan senior leadership, and internal and external stakeholders in order to facilitate consensus for the meaning and use of our system data. Evaluates the business need and risks for data access.

Delivers and executes the BCBSA strategic vision through enterprise-wide data governance, data acquisition, data management, data protections, stewardship policies, process and practices to build out data and business technology assets that fuel analytics and operations needs of Blue Plans and BCBSA business areas. Drives consensus for common definitions and metrics. Establishes, and oversees implementation and maintenance of data governance best practices and operational solutions. Oversees BCBSA internal data stewardship and governance, balancing data access and use with the need to protect these strategic data assets and business applications and ensures solutions meeting regulatory and legal requirements. Maintains a deep and broad understanding of the BCBS Axis data assets. Effectively communicates regarding these data assets and functions as a both a subject matter expert and an advocate for the data. Oversees the development and maintenance of detailed business documentation regarding the data assets that can be leveraged by both internal and external stakeholders to understand the data structure, content and sufficiency.

Team Development-Leads and develops staff in support of BCBSA and division initiatives. Ensures successful operation of the team by selecting, supervising, developing and evaluating the activities of subordinate staff and measure the effectiveness of their efforts in meeting departmental objectives. Conducts required/effective management responsibilities including taking corrective action when necessary and ensure that all activities are performed in compliance BCBSA policies, standards, and procedures. Builds a culture to support BCBSA values and leadership competencies and deliver operational excellence and efficiency. Provide appropriate and effective mentoring, coaching and feedback to staff members as appropriate.

Stakeholder Engagement -Represent BCBSA at internal and external workgroups and committees. Identify and advocate for solutions that meet Plan business, operational, and technical needs. Represent BCBSA and Enterprise Data Solutions interest on industry and Plan sponsored groups. Build bridges between our data assets and organizations that hold complementary data assets that when combined with ours can create added value to the Plans. Leads cross-functional teams and stakeholders groups across BCBSA, Plans and other organizations to ensure that internal data controls are adhered to and also meet market needs. Accountable for improving the functionality, efficiency, and quality of support to Plans for BCBS Axis data solutions and for interactions with IT division.

Financial Oversight- Oversees financial oversight of the expenses associated with the Data Management & Governance cost center. Ensures programs are delivered within budget and targets are met.

Provide strategic direction to cross-divisional BCBSA initiatives to maximize potential for measurable improvements in healthcare value for covered members.

Remain current of market and competitive based uses of healthcare data to create value in the industry.

Education

• Bachelor's degree in business, information management, data analytics, healthcare or equivalent experience.

• Master's degree in business, information technology, data analytics, healthcare or equivalent experience.

Certifications

Experience

• Minimum 10 years of progressive health insurance experience.

• Minimum 7 years for experience working in business analytics and/or IT related fields, including at least 2 years of analytic experience relating health care data

• Minimum 7 years of management experience including managing staff and budget.

• Minimum 10 years of experience with the development and implementation of major initiatives.

• Minimum 5 years of experience with analytic applications and groupers including health care claims management and billing coding.

• Familiarity with project management disciplines.

Minimum 3 years of experience facilitating groups.

Skills
