Manager for Geographic Information System Center of Excellence (GIS CoE)

JOB SUMMARY:

The manager position for the Geographic Information System Center of Excellence (GIS CoE) group is responsible for overall direction of Southern Company's Electric geographic information system using the Esri ArcGIS enterprise line of products and related vendor partner solutions. The position partners with Southern Company's business units and Technology Organization groups for the strategic development and support of a large portfolio of GIS-related business applications.

The scope of work generally includes managing the life cycle of applications within the portfolio; managing and developing the staff who design, develop, deliver, and maintain application products; providing project oversight; overseeing the purchase and implementation of vendor packages; staying abreast of emerging computer technologies; developing expertise in the business portfolio area; and managing the entire technology budget for the application portfolio.

JOB REQUIREMENTS:(Education, Experience, Knowledge, Skills)

  • B.S., B.A., or B.B.A degree in Computer Science, Engineering, Management Information Systems, Business, or another related field, is required.
  • Proven track record of achieving measurable business results working with and through others.
  • Proven analytical skills, problem solving skills, and project management skills.
  • Demonstrated leadership and management skills, including building a strong, results-oriented team, performance management, and budget management.
  • Working knowledge of Geographic Information Systems technology used at utilities.
  • Demonstrated technical understanding of how application frameworks such as web-based, n-tier, portals, and business intelligence can be leveraged to help meet business needs so that technical staff can be effectively held accountable in leveraging them.
  • Comprehensive knowledge of business functions and operations performed within organizations across Southern Company supported by this portfolio and an understanding of how technology adds value to these organizations.
  • Comprehensive knowledge and experience preparing budgets and managing the financials associated with all aspects of the application environment, including infrastructure.


MAJOR JOB RESPONSIBILITIES.

  • Serving as the management level interface to the business partners within their portfolio.
  • Overseeing the development and execution of application and infrastructure lifecycle strategic plans for the business partner.
  • Partnering with other organizations within Technology to research, evaluate, design, develop, estimate, recommend, implement and/or support new technology solutions for the business partners.
  • Developing and executing a communication plan for business partner applications or business process impacts due to operational or project activity.
  • Maintaining a strategic view across the portfolio and providing strategic planning and support for all GIS technologies within the business partner groups.
  • Providing project oversight and integration with existing business processes and systems on behalf of the business partner.
  • Overseeing the purchase and implementation of vendor technologies.
  • Resolving quality issues.
  • Ensuring disaster recovery and business continuity plans are in place and tested within their areas of support.
  • Managing configuration changes to ensure a stable Technology environment exists.
  • Ensuring compliance with regulatory requirements, audits, and change management controls.
  • Developing and managing the entire Technology budget for the portfolio.
  • Understanding and managing the total Technology billing budget for the business partner.
  • Partnering with and/or providing direction to the Business Analysts to plan/respond to key business initiatives.
  • Establishing and maintaining strong partnerships/working relationships with other areas of Technology, including vendor management, as well as with business organizations, external vendors, and suppliers.
  • Attracting, developing, retaining, & managing a diverse group of technical employees.
  • Hiring, performance management, and terminations, and providing daily work direction, feedback and coaching to their direct reports.
  • Workforce planning for their organization...identifying and developing successors for their and their direct reports' positions.
  • Facilitating the development of employees from both a technical and Subject Matter Expertise viewpoint.
  • Managing the vendor relationship and contracts for the enterprise GIS software.
