The position is responsible for management and analytic support of all planning, evaluation, measurement and verification (EM&V) activities of energy efficiency programs, will help develop the strategy for energy efficiency programs and measures in the future. The position is highly analytical and will require the individual to blend the application of business, strategic, and design thinking with technology and quantitative / economic modeling methods to enable better data driven decision making. This position is responsible for managing and leading complex analytical projects requiring use of data analysis, data visualization, and statistical modeling techniques. The role will work closely with internal and external stakeholders such as commission staff, independent evaluators, and implementation vendors to accurately plan, evaluate and measure portfolio and program energy savings.

JOB REQUIREMENTS: (Education, Experience, Knowledge, Skills)

Education: BA or BS in business, economics, engineering, accounting, mathematics, or related field required.

Preferred: Master's degree in business, public policy or engineering. Certified Measurement and Verification Professional (CMVP) or Certified Energy Manager (CEM).

Special Skills: • MS Excel and Excel Models, Visual Basic, Power BI, Azure, Statistical Analysis, Database management, MS Access, SQL, or equivalent.
• Knowledge of the gas industry (electric a plus); energy efficiency program planning, design, implementation and evaluation, state, and national energy policy.
• Regulatory experience, including managing regulatory processes or contributing to regulatory filings.
• Knowledge of relevant industry practice and legislation.
• Knowledge or experience in Process Excellence / Lean Six Sigma is a plus.

Position Related Experience: 5 years of related experience in energy efficiency evaluation or energy industry related analytical and/or regulatory work.

OR any combination of education and work experience which permits the candidate to meet position work requirements.

MAJOR JOB RESPONSIBILITIES: Specify major duties performed by the job and % of time spent on duties.

Evaluation, Measurement and Verification Support and Mgmt.

  • Manage EM&V studies including procurement of external consulting resources, oversight of study methodologies and execution, management of time and budgets, and review of study results.
  • Lead a team of contractors, employees and consultants charged with successful evaluation, measurement and verification of residential, commercial, and income qualified EE programs.
  • Support the Company's EM&V process in regulatory proceedings including filing of testimony and serving as an expert witness in Docketed proceedings.
  • Manage legal agreements associated with EM&V consultants.
  • Manage cost effectiveness screening of energy efficiency measures and programs.
  • Manage planning efforts for EM&V activities associated with new energy efficiency programs, products and services that meet statutory objectives.
  • Facilitate data delivery to study consultant/market research contractors by interpretation of study data requirements for study managers and data developers.
  • Analyze, interpret, and report on EMV and cost effectiveness study results, and make related recommendations and manage implementation of recommendations.
  • Assist in reviewing work products for accuracy.

Program Planning and Analysis

  • Manage the multi-year and annual strategic planning process; oversee the preparation of efficiency potential assessments; developing planning models, establish targets; and participate in the statewide Planning process.
  • Plan long term and short-term future energy efficiency programs and services by collaborating with implementation, product development, marketing and external stakeholders; analyzing cost-effectiveness; analyzing large data sets; researching new technologies; incorporating customer or study feedback.
  • Review innovative research methods and methodologies to be used for EM&V, cost effectiveness, customer and market studies.
  • Organize large amount of raw data and perform complex statistical analysis. Map forecast and planning data into excel planning models. Generate and perform quality assurance on the planning model inputs and output results for regulatory reporting and presentations.
  • Participate in regulatory efforts related to energy efficiency approval including stakeholder meetings, technical sessions, hearings, preparing reports or information requests, preparing regulatory filings and plans.
  • Identify, develop and validate assumptions related to energy efficiency for the various analyses (i.e. economic impacts, fairness, prudency, customer equity, costs, risks, etc.) required for defining the department's strategic plan and to support the decision making process.

TRM Management

  • Maintain knowledge of all energy efficiency measures in TRM and have the ability to understand algorithms used and impacts of changes to the energy efficiency programs.
  • Implement processes to monitor, maintain, and change the TRM, including tracking of annual filings with the ICC.
  • Coordinate TRM efforts with other utilities and stakeholders including the statewide SAG members.
  • Responsible for incorporating results from market potential studies, program evaluation results, and research activities as necessary to develop new or modify current TRM measures.
  • Provide regular reports, analysis, and recommendations of TRM changes and status to energy efficiency program for use in marketing strategies and tactical plans.

Explanation: The position does require significant understanding of the industry, and evaluation theory and strategies. Consolidation of changes in EM&V activities, and incorporation into the TRM, and ultimately the planning efforts is key to assure the portfolio constantly adjusts to changing key parameters. There is engagement with many external entities, where key decision making occurs through this role.

Task Complexity:
20% Tasks are straight-forward, routine, and often repetitive. 30% Tasks are varied and fairly complex. 50% Assignments are quite varied and highly complex.
Explanation: There is significant acumen required to manage the complexity associated with the coordination and implications of changes that ripple through the entire planning and design systems as a result of evaluation changes annually. This role does require a high degree of attention to detail, and command of policy and implications of changes when negotiating with third parties to identify and minimize changes to the portfolio.
